Grant writing Rule #1: Organizations have no needs.
This may not sound right to you, but it is correct.  In grant writing, the non-profit organization doesn't have the need. It is the society that has the need.  The organization applying for the grant has a mission of addressing the society's need. The grant being applied for will facilitate the organizations efforts in solving a problem which will improve society.
